The Skills Development & Entrepreneurship Department of the Government of Punjab is hiring a General Manager Finance for its Strategic Planning Unit in Lahore. The unit is the department's central policy, planning and coordination arm, overseeing skills initiatives across the province. The General Manager Finance will lead the unit's financial planning, budgeting and reporting, and guide how public funds for skills programmes are managed. The appointment is on a three-year contract with a pay package of Rs 726,290 per month plus an annual increment. Applications close on 30 November 2026.
What we're looking for:
- PhD in Finance, Accounting, Business Administration, Management Sciences or Social Sciences from an HEC-recognized university, with 8 years of relevant experience
- Or 16 years of education in the same fields, or a professional qualification such as ACA, ACCA, CPA or CFA, with 10 years of relevant experience
- Strong background in budgeting, costing, financial reporting and financial planning and analysis
- Familiarity with public financial management systems and project budgeting cycles
- Experience managing large programme grants and ensuring fiscal accountability
- Excellent communication, negotiation and presentation skills, with strong analytical and problem-solving ability
- Age up to 50 years
Key Responsibilities & Deliverables:
- Lead financial planning and budgeting for the Strategic Planning Unit
- Prepare budgets, costings and financial reports for skills programmes
- Oversee financial reporting and analysis to support management decisions
- Manage grants and programme funds, keeping spending accountable and properly documented
- Advise senior leadership on financial risks, controls and resource use
- Work with programme teams to keep financial systems and records in order
