The Punjab Skills Development Fund is looking for a Specialist in Program Design to join its team in Lahore. The role sits at the heart of how the fund designs and runs workforce development programmes across Punjab, making sure training matches what employers actually need. You will work with industry partners, training providers and government departments to shape programmes that help people gain skills and find work. It is a hands-on role for someone who enjoys research, planning and building partnerships in the public and development sector.
What we're looking for:
- At least 3 years of relevant experience in programme design, workforce development or the public and development sector
- Strong research and market analysis skills, with experience using tools such as Power BI and STATA
- Good understanding of skills standards and frameworks such as NVQF, TEVTA and PBTE
- Strong communication and stakeholder management skills, with the ability to build partnerships with industry and government
- Ability to prepare clear reports, presentations and working papers for senior management
- Self-driven and organised, able to manage several workstreams at the same time
Key Responsibilities & Deliverables:
- Lead industry mobilisation by engaging chambers of commerce, industry associations and employers across Punjab's priority sectors
- Carry out research and market demand analysis using labour market data, employer surveys and trade information to spot skill gaps
- Coordinate with curriculum and training partners so programmes meet NVQF, TEVTA and PBTE standards
- Support the development of programme guidelines, standard operating procedures and training manuals
- Track programme results including enrolment, certification and employment outcomes, and prepare reports and dashboards for senior management
- Support stakeholder consultations, awareness campaigns and the planning of international placement programmes
